National Officials Certification Program (NOCP)
The National Officials Certification Program (NOCP) is a cooperative effort between the local provincial associations and the Canada Basketball Officials Commission (CBOC) and aims to assist in the education, development and standardization of evaluation criteria used to measure with consistency across Canada the proficiency expected for each level within the program.
MMBRA, as a member of CBOC, is supportive of the NOCP and will adhere to its framework. Although certification is not a requirement to officiate at the entry level, it is a requirement at the intermediate, senior and elite levels and officials are strongly encouraged to become certified.
Launched in 2007, the National Officials Certification Program (NOCP) was created to assist in the education and development of officials. The NOCP currently consists of five levels; three of which are administered at the provincial level, one by CBOC and one by FIBA. The purpose of the NOCP is to assist in the education and development of officials across Canada. Specifically, its goal is to enhance outcomes with respect to rules knowledge, floor mechanics, game control and court presence. Progress through the levels and phases is achieved through a mixture of online or in-class training, an on-court practical session, passing the FIBA exam at minimum requirements for each level, as well as one or two on-court game assessments/evaluations.

NOCP 1
Recreational Referee
Elementary + Junior High School; Up to including U14 level.
Requirements:
- Attend the entire NOCP Level 1online/In-person & On-court training.
- Minimum 70% on National Exam.
