2025–26 FIBA Rules Exam: Key Information for All MMBRA Officials

The Canadian Basketball Officials Commission (CBOC) has released the official details for the 2025–26 FIBA Rules Exam. All officials registered for the upcoming season will be required to complete the exam within the stated window. Please review the information below carefully to ensure you are prepared.

Exam Window

  • Opens: Monday, October 27 at 12:00 PM (EDT)

  • Closes: Friday, November 28 at 5:00 PM (EST)

    Please note: The exam closes on a Friday.


Officials whose registration has not yet been confirmed by their provincial association will not have access to the exam until their status is updated in Game Plan. If you encounter any issues, please contact your local board, provincial association, or provincial commissioner.v

About the 2025–26 FIBA Exam

  • Prospect / NOCP 1: 30 questions

  • NOCP 2, 3, 4 & 5: 50 questions

  • Format: Yes/No and Multiple Choice

  • Duration: 2 hours

  • Open-book exam


All questions are based on the 2024 Official FIBA Rules and the 2024 FIBA Basketball Rules Interpretations. Both documents include updates released in fall 2024 and are valid as of October 1, 2024. Officials are strongly encouraged to review these updated documents thoroughly before attempting the exam.


Upon submitting the exam, officials will receive their score immediately. A rewrite option will be available through Game Plan for those who do not meet the required score on their first attempt.


A detailed exam summary—including results, relevant FIBA articles, and interpretations—will be released after the exam window closes (any time after December 5, 2025).

Important Notes on Eligibility

  • Prospect officials may take the NOCP 1 exam (30 questions).

  • NOCP 1 officials will have access to both the NOCP 1 and NOCP 2 exams, but may only register for one. Once registered, you cannot switch.

  • Officials may only register for the exam corresponding to the NOCP level listed in their Game Plan profile.

    • If your NOCP level is incorrect, contact your local board or provincial association before taking the exam.

Passing Requirements

As per the National Officials Certification Program (NOCP):

Officials working toward advancement may still take their designated exam. If their score meets the requirement for the next NOCP level, the result may be submitted as part of their upgrade process.

Rewrite Option

If an official does not pass on the first attempt, a second attempt will be available immediately.

  • Rewrite deadline: December 5 at 5:00 PM (EST)

Important: Only the first attempt is considered for officials being nominated for national tournaments.
